Welcome to Virginia's Operational Integration Cyber Center of Excellence. We are proud to be the first municipal cyber lab dedicated to improving municipal cyber security throughout the country. Our 12 month pilot project, with the support of the Department of Homeland Security, the Commonwealth of Virginia, the City of Hampton, and many other public, private, and educational institutions is aimed to provides municipalities and citizens awareness about cyber security.

"The prospect of new federal cybersecurity legislation was a hot topic at the NASCIO Midyear Conference held May 8-11 in Baltimore.
State CIOs and the technology industry are closely watching legislative efforts to up vulnerabilities and protect critical infrastructure. DHS and FEMA recently released their first National Preparedness Report that highlights successes and issues for the 31 core areas of emergency response and recovery. key finding is that most areas have improved significantly since 9/11 but gaps remain in cyber (assessed as having the lowest capability to manage and respond of any of the areas, especially at the state and local level).
It went on to say: "Gaps remain in protecting against cybersecurity attacks, especially at the state level, and helping communities recover after disasters, such as providing long-term housing and restoring services. The report said national preparedness investments have helped strengthen several areas, but federal grants aimed at enhancing cybersecurity enhancements have been minimal, and less than 1% of the Department of Homeland Security's nondisaster preparedness assistance between 2006 and 2010 fiscal years have been earmarked for boosting recovery capabilities." .
On April 24, 2012, VOICCE and ZelTech presented a briefing to the Hampton Roads Association for Financial Professionals. The briefing was on security services for counter fraud.
On February 23rd, 2012, VOICCE and ZelTech participated in the Small Business Cyber Security Workshop in Williamsburg, VA. Along with a number of other speakers including Dr. Mitchum, Political Advisor to the Commander of Air Combat Command, the Presidents of the Hampton Roads AFCEA Chapter and InfraGard (a nationwide FBI-sporsed Public-Private Partnership), and others, the VOICCE program mananger presented a briefing providing concepts and techniques to improve the security of small businesses
VOICCE and ZelTech supported the 6th Annual Information Assurance Symposium at Hampton University. Joining speakers from the FBI, NSA and DHS, the VOICCE program manager provided a presentation on Emerging Threats in the cyber domain. The briefing highlighted evolving threats and risks on the Internet, mobile devices, and Industrial Control Systems.
Governor Bob McDonnell today released a report on the cyber industry in the Commonwealth of Virginia that will be used in marketing Virginia as the best place in the country to start or relocate a business in the cyber security field. The cyber report highlights the efforts initiated and currently being carried out by VOICCE.

The Eight Annual National Cyber Security Awareness Month is being celebrated during October 2011, as a collective effort among the Multi-State Information Sharing and Analysis Center, the U.S. Department of Homeland Security's National Cyber Security Division, the National Cyber Security Alliance and the National Association of State Chief Information Officers.

What We Do
VOICCE was established to create a World-Class "Municipal Cyber Lab" supporting the Comprehensive National Cybersecurity Initiative. We intend to leverage surrounding communities of interest including Local Government, Cyber Industry, State, and Federal Agencies. The Pilot Project and Proof of Concept will :
-Develop the initial cyberspace data collection, research and study baseline
-Define experimentations set of process procedures, and responses
-Develop Municipal event scenarios
-Model a city’s IT structure to evaluate risks and solutions.
-Develop or identify appropriate scenarios to assess and improve cyber-related emergency management processes.
-Coordinate with other agencies to develop and/or share training and exercise materials.
-Enhance cyber security awareness and processes by developing and distributing proven cyber security practices and suggestions to local government officials, businesses, and citizens.
-Enhance opportunities for workforce development through training and education.

10.28.11- StubHub phishing email scam: There are phishing emails being sent to StubHub customers; the email looks like a receipt for an order for two tickets to a boxing match in Las Vegas on Nov. 12. It appears to be sent by StubHub, and the charge is an alarming $2,766.95. Do not click on any links in such emails; for any account inquiry or concerns, go directly to the StubHub website and access your account from the website or call StubHub directly. 09.06.11- 9/11 Phishing Alert: Due to the 10 year anniversary of the September 11 attacks, there could be a increase in phishing attempts. Be on the lookout for any suspicious emails and do not click on any links in a questionable emails, the emails are likely to have a subject line related to 9/11.
04.04.11- Major companies including Chase bank, Capital One, and Blockbuster reported that customer emails were compromised. Be on the lookout for any suspicious emails.
